You need to obtain a Private Hire Car Driver’s Vocational License (PDVL) from the Land Transport Authority (LTA) by fulfilling the following requirements:
- Be at least 30 years old
- Be a Singapore Citizen
- Hold a valid Class 3/3A driving license continuously for a period of at least 2 years
- Pass a medical examination
- Be able to speak and read basic English
- Have a clean criminal record. Applicants will have to undergo a background check conducted by the Singapore Police Force. LTA will not consider applicants who have committed serious offences such as rape, murder, or kidnapping.
How to Apply for a Vocational Licence
Step 1
Visit https://licence1.business.gov.sg/web/frontier/home and log in with your Singpass or Login ID.
Step 2
Click “Licence Application”, and then “Apply for New Licence”.
Step 3
Search for the licence to apply, click “Add to Selection”, and proceed to “Review & Apply”.
Step 4
Click “Apply” to start the licence application.
Step 5
Agree to the Terms of Use and fill in Applicant’s Particulars, Address and Mailing Address. Click “Next”.
Step 6
Fill in the application form and click “Proceed”.
Step 7
Upload the required documents and click “Next”.

Step 8
Review the information that you have keyed in, complete the declarations, submit and proceed to payment. Pay a non-refundable application fee of $40 via credit card, debit card or PayPal.
Step 9
Make a payment online with PayPal or a bank card.
Step 10
An acknowledgement will indicate that you have successfully submitted the application.
If all the required documents are in order, applicants can expect to receive an in-principle approval letter from LTA within 15 working days.
Applicants must undergo a medical check-up and chest x-ray.
You should visit any Singapore-registered clinic or hospital, or SATA Diagnostic Centres. A registered medical practitioner must complete and certify the LTA’s Medical Examination Form, while a radiologist must sign your chest x-ray report.
When registering for the PDVL course, you should submit your medical records to the training provider.

The course fee at the time of writing is $162.
The course is a full-day course and there will be an assessment where applicants have to pass.
The assessment consists of Paper A, Paper B and Paper C. There are 75 questions in total.
The duration is 1 hour and 45 minutes.
